From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Against the backdrop of the widespread uncertainty regarding the United States attacks on Venezuela, the capture of leader Nicolás Maduro, and Donald Trump's announcement that the US will “control” the country and “reclaim the petroleum resources”, a single fact remains evident – this establishes a deeply alarming precedent.

A Grim History and a New Escalation

The United States has a grim history of interference, invasion and occupation in the region, but the early hours of Saturday marked its premier large-scale offensive on the continent of South America. “US supremacy in this hemisphere shall not be challenged from now on,” Mr Trump declared.

The decision to unilaterally attack another independent nation and abduct its leader – just a short time after he stated a desire for negotiations – carries even broader implications. It should alarm us all.

Profound Uncertainty for Venezuela

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, largely considered to have rigged the previous presidential vote. They now face profound uncertainty at best. Mr Trump has indicated that Maduro's second-in-command, Delcy Rodríguez would do as the US says, and brushed aside prominent critic and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the temporary head of state, has so far sounded notes of defiance – and other elements of the leadership-stricken government are even more hardline.

From Global Policeman to International Outlaw

A man who won power vowing to end foreign wars now says he is “not afraid of boots on the ground”. Redesignating the Department of Defense as the Department of War was a substantive signal. He fails to perceive the world’s superpower as a global policeman; he is turning it into a rogue state.

He believes that the America's power enables it to do as it wishes with minimal cost: consider the strikes on Nigeria, on Iran’s nuclear facilities. He claims that the oil resources of Venezuela means this latest episode “will be financially free”.

An Illegal Assault on Sovereignty

George W. Bush initiated war in Iraq on a lie. But this illegal attack came lacking any form of UN approval or authorization from lawmakers; Democrats were not even informed and say they were given false information in briefings. Mr Trump aims not merely to stretch international norms, but to shatter them.

Put aside the message this sends to leaders in Moscow, Beijing, and beyond, and question the future path of the United States. While the raid reportedly killed 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s escalating feeling of being untouchable will almost certainly fuel more reckless actions.

Flimsy Justifications and Underlying Drivers

It is widely rejected the pretext that this is related to the drug trade. Venezuela is only a minor conduit for cocaine; Mr Trump recently granted clemency to the past Honduran leader Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself made it clear that he is propelled by the lure of oil as well as a desire to project strength, the ideology of some in his administration, and the desire for glory as domestic popularity wanes.

Tepid International Response and Waning Global Governance

The worldwide reception, especially in Europe, has – with a few principled deviations – been surprisingly subdued. That’s not a result of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was notable, but this episode highlights the waning power of international bodies.

Mr Trump’s anti-interventionist domestic base could yet press him to focus on domestic issues once more – but escalating insurance prices, public anxiety over the economy and other domestic scandals fuel his desire for external drama.

It has been less than 12 months into his time in office. The international community may regret it if they fail to speak up today, given what – and who – could be next.
