Sheff Wed Deals with Serious Challenges, Says Independent Regulator

'Our role is integral to football's future' - football oversight chief the regulator's chair

The team's persistent issues represent a a "major concern" and the football regulator is aiming to acquire authority to look into club affairs in such situations, the newly appointed chairman the official has announced.

During an extensive discussion, Kogan, who was appointed on Monday, voiced concern towards the club's followers.

The regulator engaged with four supporter groups associated with the South Yorkshire club in recent days.

The Championship side have been facing challenges both on and off the pitch in 2025, with the club delaying salary disbursements on five separate occasions, including in September.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the iconic names for English football and this week we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they require examination and acted upon."

Economic Challenges and Leadership Concerns

Wednesday's embattled owner Dejphon Chansiri suggested earlier this year he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the football authorities in mid-year, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although those limitations were removed in late summer.

Regulator's Perspective

The chairman stated: "Our role exists to serve the Owls followers, Bury or any football club where supporters are loyal to a local institution that has existed throughout their lifetimes in numerous instances.

"I completely understand Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the supporters."

Inquired if the regulator could force an owner to sell a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But Kogan stressed that forcing owners to sell clubs would be treated as a "last resort" and the authority would rather to work with them.

"The last thing what we want to do is start getting involved with an specific team, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the chairman's encountering," the chairman stated.

"But the truth is, when you examine the past of the game, over the past few decades there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately decline to assume obligation for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to explain the responsibilities of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the world of football gets it wrong, the remarkable development accomplished might evaporate incredibly quickly," the chairman stated.

"And that's what nobody wants in the terms of English football is a huge success story - we must maintain momentum.

"Considerable investment entering the sport and has been channeled for the past two decades, because there's no guarantee it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Premier League Concerns

The Premier League opposed the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the regulator stated: "I fully support the success and growth as an economic entity of the elite league.

"As someone who appreciates the apprehension regarding damaging the division as a high-quality offering of this country. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a significant confidence."

Political Connections

Kogan is still facing a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the political party in recent years.

The chairman donated money to government minister Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any sort of politics."
